Implement dot(a, b): the sum of element-wise products of two equal-length vectors.

Input: { "a": [1, 2, 3], "b": [4, 5, 6] } Output: 32
Constraints
- 1 <= n <= 10**5, where n is the length of the input
- Input is non-empty
Implement dot(). Types below are the NumPy contract; Python and PyTorch use lists or tensors with the same names.
